For facilities management firms in Singapore, adopting AI, IoT or workflow software is only one part of digital transformation. The more important question is whether these tools produce reliable, organised evidence of service performance.

This matters as companies prepare for public-sector opportunities, procurement reviews, contract renewals and ongoing performance appraisal. BCA states that firms intending to tender for or undertake public-sector facilities management services in Singapore must be registered in the FM Registry, which covers four FM workheads. BCA’s FM Performance Appraisal Framework also places emphasis on areas such as service quality, management quality, responsiveness, customer satisfaction, safety, document control, communication and innovative solutions.

Digital evidence is more than a dashboard screenshot or a statement that the company uses artificial intelligence. It should help a client, evaluator or contract manager understand what happened, when it happened, who acted, what outcome was achieved and how the record was controlled.

Useful evidence may include:

  • Asset registers: A current list of equipment, locations, asset identifiers, maintenance status and criticality.
  • Work-order records: Requests, assigned personnel, timestamps, actions taken, parts used, photographs and closure approval.
  • Response-time data: Time from fault notification to acknowledgement, attendance, resolution or escalation.
  • Maintenance analytics: Recurring faults, overdue tasks, failure patterns and preventive-maintenance completion.
  • Safety documentation: Permit records, inspection checklists, hazard reports, training records and corrective actions.

  • What data does the system use?
  • How is the output reviewed by a responsible person?
  • What happens when a sensor is offline or the AI classification is incorrect?

  • Who can edit, approve or close the record?
  • How long should operational records be retained under the contract or internal policy?

This governance is especially important when AI recommendations influence maintenance priorities, safety responses or customer communications. The technology can assist decision-making, but accountability should remain clear.

Prepare tender-ready evidence packs

FM firms can reduce last-minute tender preparation by maintaining a reusable evidence pack. The pack should be tailored to each opportunity, but may contain:

  1. A short description of the digital operating model.
  2. An asset-register sample with sensitive information removed where necessary.
  3. Work-order and response-time samples showing the complete record lifecycle.
  4. Preventive-maintenance reports and exception-management examples.
  5. Safety workflow samples, including permits, inspections and corrective actions.
  6. Data dictionaries explaining key fields, timestamps and status definitions.

Use consistent definitions. For instance, define whether response time starts at the customer notification, system alert or service-desk acknowledgement. A digital record becomes more valuable when it supports a management conversation. Monthly reviews should not focus only on the number of jobs completed. They can examine recurring failures, overdue work, unresolved customer feedback, safety observations, contractor performance and the reasons behind exceptions.

Where predictive maintenance is used, avoid presenting a prediction as a guaranteed saving or avoided failure. A more defensible approach is to show the alert, the investigation, the decision, the work performed and the subsequent asset condition. This creates a traceable link between the technology and the operational action.

  4. Apply automation selectively: Start with high-volume or high-risk processes where better visibility can produce practical value.
  5. Test the evidence: Ask whether an independent reviewer could understand the record without relying on verbal explanations.

Digital maturity is not measured by the number of tools installed. It is demonstrated through reliable records, accountable workflows and service outcomes that can be explained and reviewed.
